Rebooting Policy with Artificial Intelligence


If AI is set to transform every industry, it will also reshape how we govern — including how we make laws and craft policy.The AI-Enabled Policymaking Project (AIPP) is a new R&D and product lab pioneering ways to integrate AI into the policymaking process. Our initial focus is on technology policy, and the intersection of technology with national and global security.AIPP is a collaboration between RAND Corporation, the Stimson Center, and the Tony Blair Institute for Global Change. We're also supported by Emergent Ventures at the Mercatus Center.On May 15, 2025 we'll host an inaugural event in Washington, D.C. bringing together AI labs, startups, civil society, academia, policymakers, operational government representatives from defense and intelligence communities, and independent technologists.The convening will yield a technical roadmap for AI-enabled policymaking tools and establish a collaborative framework for ongoing development.


AIPP Working Hypotheses:

  • AI will transform sectors across the global economy, including the public sector — reshaping policymaking and service delivery.

  • Government decision-makers are struggling to keep pace with the increasing volume of policy proposals and accelerating technology shocks.

  • To develop effective and evidence-based policies that advance innovation and human flourishing, we need to rethink how AI can support the policy lifecycle.

  • The most impactful applications will emerge through collaboration between policy practitioners and technologists.

These hypotheses guide our approach to research, collaboration, and solutions development.
